Portuguese from Portugal and portuguese from Brazil are not spoken the same way. Even the sintax is slightly different, one can often tell by the way sentences are built if its was written by brazillian or a portuguese native speaker. Does it make sense for a speech recognition purpose to mix them together?

Where can I get an idea of the volume of portuguese speech being submitted and if it is being actively processed? Assuming an human has to compare the recording with the actual wording, does it require a fluent speaker to do this job?

We are just collecting speech so far... no acoustic models yet.

No, just go to the Portuguese Listen page, and review what we have collected so far...

If there are changes that are needed to better collect Portuguese from Portugal please let me know - all translations were submitted by volunteers.
