julia does not seem to be installed. These are just the manuals.

julia ../bin/prompts2wlist.jl prompts.txt wlist

I have the correct tar.gz now. I downloaded:
/home/zebracat/Downloads/julius-4.3.1-linuxbin.tar.gz.
Good news is I found the README file.
The other Julius pkg that I downloaded didn't have a ReadMe file so I'm pretty sure I have the correct one now.

Unfortunately, I'm still stuck.
Running this command from the /voxforge/bin/tutorial/ directory is still not working for me.
# julia ../bin/prompts2wlist.jl prompts.txt wlist
I just get command not found.
Any ideas as to why this is happening?

As I said earlier: what do you get when you run "julia" at the command line? Julia is a scripting (programming) language, and Julius is the speech decoder. Two separate installs.
Are you following the instructions on the download page?
It might be easier for you to use Ubuntu... you can use their package installer (apt-get) to painlessly install both Julia and Julius.

When I type Julia I get:
Command not found.
Slackware doesn't use apt-get or yum. It uses slackpkg.
Where can I download Julia from?
Is this link OK?

Ubuntu has a lot of problems and spyware so I wouldn't be able to use that distribution.
Julius is installed:
