The .lab files are contained in your .mlf file (for more information on mlf files see this post).

The HERest commands in Step 7 use the phones0.mlf file file you created in Step 4.  

The HVite command in Step 8 uses words.mlf (also created in Step 4).  The lab files in words.mlf should be the same as the lab files in phones0.mlf.  The phones0.mlf file is usually derived from the words.mlf file.

The error you are getting seems to be indicating that there is a label file called "10.lab" in your words.mlf file that was not in your phones.mlf file. (since your HERest command worked OK in step 6).
