Either a case where it can't find your sample grammar file (are you executing the mkdfa command in the same directory are your sampe files) or you have end-of-line character problems (see this post: Compiling your Gramma).

I am sorry want to ask, as far as I understand, the mkdfa.pl is in the julius bin folder. but the tutorial guide me to save the sample.grammar in the voxforge/manual folder. So do I need to move the sample.grammar in the julius bin folder.

You should not have to move it to the Julius bin folder - you just need to update your user path to point to the Julius bin folder

I have tried dos2unix on both sample.voca and sample.grammar files. both are converted. i ran mkdfa.pl sample when i am in voxforge\manual directory and when i was in julius_bin directory.

I get the same error

cannot open "sample.grammar" at /Julius/bin/mkdfa.pl line 66.

Apparently mkdfa.pl isn't finding a usable tmp directory.

I solved this problem by editing line 11 in C:\cygwin\Julius\bin\mkdfa.pl to read:

$usrtmpdir = "./"; #specify if any
